The figures therefore will stand as follows:-

There will probably be further increases of revenue but these are left out of account. to meet possible further increases of expenditure of Establishments..
As regards Public Works, Extraordinary we are of opinion that, not more than $700,000 can be spent during the year.
To this should be added a sum of $100,000 for resumption of insanitary property in order that effect may be given to the recommendation at page 36(0) of Mr. Chadwick's Report on Sanitation dated 10th April, 1902.
Accordingly, taking the above balance and surplus into account, there is left a sum of say $800,000 in round figures to be provided by Land Sales and, if a loan is not raised, additional taxation (with 20% deducted from the latter on account of Military Contribution).
We think it probable that Land Sales may realise at least $300,000; therefore in the absence of a loan $400,000 additional taxation will have to be provided, leaving, after deduction of Military Contribution $80,000, a small surplus of $72,383.
The possible methods for raising such additional Revenue may be seen in the attached Schedule, the items being as far as convenient stated in the order given in the Estimates.
After due consideration we are decidedly of opinion that the items from 4 to 14 should be raised as in the Schedule, bringing in $201,250. And if it is desired to raise the whole of the $400,000 by taxation we recommend that this be done as follows:-
1% on Shipping Dues..... $75,000 1% on Assessed Taxes.. 85,000 Junk Licences.. 15,000 Postage.. 30,000 Add as above. $201,350 Total... $408,250.We do not however advise that more than $201,250 be raised by additional taxation at present for the following reasons:-
The bill about to be introduced into the Legislature to amend and consolidate the laws relating to Public Health and Buildings contains provisions which will undoubtedly curtail the value
